We are seeking a Monitoring & Evaluation Specialist who will lead the development of a transformative, gender-sensitive M&E framework to measure and accelerate the impact of a strategic leadership and change initiative. This role is critical to ensuring that the programme remains adaptive, data-driven, and aligned to broader equity and inclusion goals. The ideal candidate will be a systems thinker with a strong foundation in change measurement and learning.

Key Requirements:

Design and Implementation of M&E Framework

  • Develop a robust, results-based M&E framework grounded in change theory and aligned with programme outcomes, stakeholder expectations, and broader systems transformation goals
  • Define key performance indicators (KPIs), success metrics, and measurement tools across multiple workstreams (mentorship, learning, stakeholder engagement, experiential learning)
  • Embed GESI (Gender Equality and Social Inclusion) metrics and disaggregated data collection methodologies into all levels of tracking

Learning Loops & Adaptive Management

  • Lead baseline, midline, and endline assessments to establish progress benchmarks, assess trajectory, and inform course corrections
  • Facilitate real-time reflection sessions with project leads and partners to drive learning-based adaptations and behavioural alignment
  • Produce accessible learning briefs and strategy insights that inform decisions and enhance implementation practices

Impact Tracking and Reporting

  • Design and deploy tools for ongoing data collection—surveys, interviews, dashboards, observation templates—that support agile programme monitoring
  • Analyse quantitative and qualitative data to surface insights, trends, and outcomes that demonstrate growth, transformation, and system shifts
  • Lead the development of final impact evaluation reports that capture measurable behavioural change, leadership progression, and institutional learning

Equity & Systems-Level Evaluation

  • Integrate gender-responsive and socially inclusive evaluation methods that explore the differential impact of interventions across groups
  • Highlight systemic enablers and barriers through the lens of equity, ensuring that findings shape more inclusive policies and practices
  • Document transformational stories of change, leadership evolution, and collective impact

Ideal Candidate Profile

Committed to inclusive transformation and long-term systemic change

5+ years of applied M&E experience in development, public sector innovation, leadership programmes, or change-oriented initiatives

Proven experience integrating GESI principles and conducting gender-sensitive evaluations

Familiarity with outcome mapping, theory of change, logical frameworks, and participatory evaluation methods

Strong analytical skills with the ability to synthesise complex data into strategic recommendations

Comfortable working in adaptive, cross-cultural, and multi-stakeholder environments
